עלי נפסה אן מסאפר בן ישעי̇ בן אסראייל אשתרי מנה למוסי בן הבה בן סלמון אלצפתי אלטפל אליהודי במאלה דון מאל נפסה גמיע אלחאנות אלתי במדינת טבריה פי אלצף אלגרבי מן סוק אליהוד.

The previous owner seems to have been בשראן בן גאלב.

addressed by Solomon to חברנו ואהובנו כֿגֿקֿ מ̇ר̇ אפרים בן מר̇ רב̇ שמריה נוחו עדן, to inform him that excommunications are interdicted at present. The following passage occurs in it:

עד בוא פתשגן בשם המלכות ובשם נגיד המחנות אל נגיד רמלה להזהיר לבל החרים וכל אשר יעבור ישולח בו יד וכתב אל מושל עיר הקודש לעלות אל ההר ביום הושענא וכלי יסורין עמו וכל אשר יזכיר חרם ילקה.
